I.Geography
Our office oversees the irrigation area situated between Wu River and Zhuoshui River, stretching over 2 cities, 6 towns and 18 villages in Changhua County as well as Nantou City and Mingjian Township in Nantou County. The area is defined by Pingling River and Maoluo River to the east, facing Taiwan Strait to the west, bounded by Zhuoshui River to the south, and bordered by Wu River to the north. The terrain inclines from southeast to northwest, stretching 43 kilometers from north to south and 30 kilometers from east to west, featuring the shape of an isosceles triangle.
II.Meteorology
Annual precipitation is between 1300 and 2200 millimeters (mm). Although the total volume is abundant, spatial and temporal distribution is not even. The annual average temperature is around 22 degrees Celsius, boasting a subtropical maritime climate. Every year the area is visited by northeast monsoon from October to March of the following year, and it is often hit by typhoons from July to October.
III.Geology
The Bagua Plateau is a Pleistocene terrace deposit containing red soil, while the Changhua Plain is a modern alluvium. Most of the soil presents silty loam or sandy loam characteristics, and the land is fertile.
IV.Irrigation Water Source
The irrigation water that services this area is mainly taken from Zhuoshui River and Wu River, which falls in the river irrigation category. However, the lack of reservoirs which causes water source to be unstable, and high sand content of Zhuoshui River that leads to serious siltation of waterways are all factors that add difficulty to management.
V.Irrigated Area
Our office oversees a total area of 62,587 hectares and the irrigated area under our jurisdiction in 2021 covers 43,920 hectares, of which the Zhuoshui River system accounts for 87%, where Tongyuanzun takes up 1,486 hectares, Babaozun 18,596 hectares, and followed by Tsizaibizun’s 18,170 hectares, totaling 38,252 hectares. The remaining 13% belongs to Wu River system, which breaks down to Xitou Shangxiapi’s 355 hectares, Dongxizun’s 1,548 hectares, and Fumazun’s 3,765 hectares, totaling 5,668 hectares.
