History
Taiwan’s farmland water conservancy has its origin in the Ming and Qing dynasties with private water conservancy projects that had gone through changes during the Japanese Occupation period and evolved into its present form during post-Japanese period by the efforts of the government. The system of farmland water conservancy organizations has undergone several transformations to adapt to the changing needs of different times and periods:
◆During the Japanese Occupation, it was called the "Water Conservancy Association"
◆After the Japanese occupation, it was renamed "Farmland Water Conservancy Association"
◆In 1948, the government restructured the "Farmland Water Conservancy Association" into a "Water Conservancy Commission" in order to develop agriculture and expand water conservancy undertakings.
◆On December 12, 1956, the Changhua, Babao, Beidou Water Conservancy Commission and the Tongyuanzun Irrigation District under Nantou Water Conservancy Commission were merged to form the "Changhua Farmland Water Conservancy Association of Taiwan Province".
◆Renamed "Taiwan Changhua Farmland Water Conservancy Association" in 2013.
◆The Irrigation Act was promulgated on July 22, 2020 and implemented on October 1, 2020. The Farmland Water Conservancy Association was restructured into the Management Office of the Irrigation Agency under the Council of Agriculture of the Executive Yuan. Therefore, the "Changhua Farmland Water Conservancy Association" was renamed "Changhua Management Office, Irrigation Agency, Council of Agriculture, Executive Yuan"
◆The Council of Agriculture of the Executive Yuan was upgraded to the "Ministry of Agriculture" on August 1,2023.
